Or possibly Nation really, really wanted his "Someone exclaims "Daleks!"" cliffhanger...?

There was really only so far that the production team could go with their pushing. As the owner of the Daleks, Nation negotiated from a position of strength! It all seemed very amenable though.

It has two functions:
It establishes that the Daleks can now make themselves invisible (sort of) and it's Terry Nation's signature "Daleks can pop up anywhere" cliffhanger.
Since "Planet" has a number of features familiar to earlier Dalek stories, I would guess that it was one that the production team used as an example of "Hey, Terry, you've sold this plot to us before".
Yet still in the shadow of "Coronation Street" in England...
