Are you also using uBlock Origin or a content blocker which uses its filter lists?
It has some filters which were moved from Experimental to Quick fixes a while back which can try to repeatedly reload the video

Weird, it looks like a full-screen panel version of the Related sidebar? New YouTube thing being A/B tested maybe?
"Restore Miniplayer button" maybe? It's the only one I can think of which has caused layout issues around that area before
We also use the new UI, not seeing this on our end, does it still happen with Control Panel disabled?
If it's doing literally nothing are there any errors in the F12 Console?
