I don't know if such a bill is even possible in a split gov't; Trump couldn't get one through in his last term. (RIP #InfrastructureWeek)

But Ds would certainly demand a restoration of pro-EV policies for passage of anything. Nobody will put a stake in the ground for overhauling highway funding.
