Goldsmith being made Minister for the Public Service as well as being Minister of Justice means he’s now responsible for promoting good practice on the #OIA as well as any amendments to it.
He’s also minister responsible for NZ’s membership of the Open Government Partnership.

Its legacy code. This (and the equivalent section in the #OIA) used to also apply to individuals, but then we passed the Privacy Act, and personal requests are now handled under that legislation. Corps still have "privacy" rights because govt agencies make decisions about them too.
Excessively deferential ministerial consultation procedures and unnecessary delays for ministerial control freakery are perennial problems with the #OIA, and agencies need constant oversight to prevent them.
Governments complaining about #OIA costs is like them complaining about:
• the cost of answering parliamentary questions
• responding to select committees
• holding elections.
Democratic participation and public accountability are essential spending and cutting it is fundamentally anti-democratic.
National complaining about #OIA costs and using them as an excuse to cut transparency is like them complaining about the cost of elections: both missing the point, and fundamentally anti-democratic.
Everything is meant to be recorded as an #OIA, even if its entirely satisfactory.
I'm tempted to ask various agencies whether they implemented that advice, and if so, what it did to their OIA stats.
While the NZ government is conducting secret reviews of the #OIA, over the ditch in Canberra the Centre for Public Integrity is holding round table discussions with experts, following the Albanese government's retreat from trying to gut its Freedom of Information Act.
Govt may claim “a sharp increase in #OIA requests, which had risen 394 percent since 2016.”
But the research will say that agencies have got better at counting requests: finance companies chasing people, media requests, speed camera info, staff during restructuring.

Another indicator that the #OIA needs strengthening: the OECD chart below shows both how low NZ #transparency requirements ranks compared to other countries, and how far ahead of the law’s requirements our practices are.

Lo and behold, it seems the Police’s ‘inability’ to apply the #OIA correctly is worse than we thought: it apparently provided incorrect information to the Ombudsman during his investigation.

No, it is not good. Removing camera recordings from the #OIA and criminal penalties for disclosing them clearly engages s14 BORA (freedom of expression), and there should be some form of analysis on whether that is a justified limitation beyond "Minister wants it"

• Make it easier to block high volume/disruptive requests
