A pathocracy is a totalitarian form of government in which absolute political power is held by a psychopathic elite, and the entire society is ruled by pathological values. The term was coined by Polish psychologist Andrzej M.
Kobaczewski, who studied the phenomenon under Nazi and Soviet rule, treating it as a disease on a macrosocial level. Pathocracies are inherently unsustainable and eventually collapse due to their brutality and lack of moral principles, which are not shared by the majority of the population. ®
