1. Recommendations
1.1 Transport and Environment Committee are asked to:
1.1.1 Agree to maintain the current position in terms of bus lane access for Private Hire Vehicles (PHV) until the scope of City Centre projects are defined, future licencing numbers are understood and a more detailed study is undertaken on the updated City Traffic Model;
1.1.2 Approve a review of all existing and proposed bus gates to consider where it may be appropriate to allow access to both PHV and Black Taxis.
1.1.3 Agree to undertake a contemporary traffic modelling study using the updated City Model to assess any potential impacts of PHV access on key bus lanes, noting City Centre Transformation project development.
Tory amendment wants trial of PHV in bus lanes
Delete 1.1.1 and replace with:
“Agree to allow a trial period of bus lane access for Private Hire Vehicles (PHV) while the
scope of City Centre projects is defined, future licencing numbers are understood, and a
more detailed study is undertaken on the updated City Traffic Model;”
Agrees recommendations 1.1.2 and 1.1.3.
Adds:
“1.1.4 The entirety of the investigative work described in the paragraphs above to be
presented to Committee in a single report to allow a full assessment to be made of
whether PHV access to bus lanes should be made permanent to provide equity for users
of the different public transport taxi services.”
Green amendment wants no further consideration of allowing PHVs until review of Licensing numbers of PHVs is complete
Delete 1.1.2 onwards and replace with;
1.1.2 Note that work is needed to tackle increased journey times and prioritise public
transport by way of, for example but not limited to, bus lanes, selective traffic signals, bus
stop placement reviews and demand management.
1.1.3 Given the unknown trajectory of PHV numbers and the quantitative impact of
allowing both PHV and Black taxis to access bus gates, requests a review on existing
and proposed bus gates to consider access only once the Licensing Review on caps has
taken place.
1.1.4 Further requests that any contemporary traffic modelling study using the updated
City Model, and noting the City Centre Transformation Project development, happens
after the Licensing Review on caps has taken place

Officer says council early stage in transport changes e.g. bus 7-7-7 trial, Scot Gov bus infra fund cash, car reduction policy,etc so should maintain current exclusion of PHVs, and only assess when situation clearer
