Woman Says Toplessness Just Accident Topless incident or accident? Police, who interviewed a San Francisco woman who appeared only in the bottom half of her swimsuit in the water west of Lighthouse point Saturday, are not sure. "She was topless, all right," said officer Dave Horlock. But the woman insisted she had lost the top while swim-ming, even though officers pointed out she seemed to be making little effort to find the missing bit of modesty. A bandanna was pressed into service as a temporary measure of pro-tection. Though a number of persons were reported to be observers, police could find no one to act as a witness. She was not ar-rested. But a 17-year old male com panion with the woman was taken into custody and held until picked up by his parents.
