They are often found in this area, near the Ballard Locks, to feed during herring spawning season. Puget Sound Institute Puget Sound Institute +2 Location: Shilshole Bay Marina (guest docks), located just north of the Hiram M. Chittenden Locks (Ballard Locks). Best Time: March through April is peak season, but they often begin arriving in small numbers in the fall. Observation: They can be seen, heard, and smelled, as they are noisy and take up large spaces on the docks. Other Spots: Sea lions can occasionally be seen near the fish ladder at the Ballard Locks, particularly during salmon migration.
