To support an increase in indigent care utilization, Mr. Lutz joins CHEAC and #CACounties to urge #CALeg to provide multi-year resources in the #CABudget, including $761M in the budget year, and $2.4B in the following fiscal year.
Mr. Lutz says that many #CACounties do not have the staffing, systems, contracts, or operational capacity to absorb a sudden return of uninsured residents without additional #CABudget resources.
Now testifying: Timothy Lutz, @SacCountyCA DHS will spotlight the impacts of H.R. 1 on #CACounties indigent care programs – projected to cost counties up to $5.5B annually.
Lastly, #CACounties request $224M for county behavioral health services in the budget year and $828M in the following year to serve Californians who lose #MediCal.
#CACounties also request $373M in the budget year and $402M the following year to fund county eligibility workers to maximize the number of Californians who can retain #MediCal and CalFresh.
Ms. Hall notes that without additional state investment, #CACounties will not be able to absorb the impacts of H.R. 1 on county programs and local communities.
#CACounties will face rising indigent care costs due to loss of #MediCal coverage, increasing eligibility workload, and loss of funding.
Due to H.R. 1 reforms, #CACounties are anticipating a major increase in the number of uninsured individuals at a time when counties have less resources, capacity, and infrastructure to respond.
When the ACA was passed, millions of Californians gained health care coverage and #CACounties indigent care programs scaled down significantly.
H.R. 1 reforms are projected to cost #CACounties $9.5B annually to fund county indigent care programs, eligibility workers, & public hospitals.
